Cyber criminals are becoming less frequent, but more targeted in their attacks on data. For example, phishing activity occurring within the Public Administration sector fell from 1 in 838 emails in 2014, to 1 in 3,058 in 2015. That being said, the report found that attackers were often targeting smaller businesses and administrations, where the chance of a slip-up could yield higher results. Additionally, government organizations targeted once for an attack were most likely to be hit three more times throughout the year.
